You have to create the repository on the server:
http://www.cvsnt.org/manual/html/init.html

And:
http://www.cvsnt.org/manual/html/Creating-a-repository.html

Note: the example on that page is not very helpful, this example would be better:

cvs -d /usr/local/myrepo init -a /usr/local/cvsroot -d "my repository"
