Thanks Glen. Sorry for the typo I did use cvs chacl.., but we are using
CVSNT 2.5.01 Build 1976 where these options are not supported. Looks
like we would have to upgrade our server.

Should be:

C:\...>cvs chacl ...

It's a command to CVS, not a separate application.
