[cvsnt] Commit operation is failing

Make sure that you have server tracing enabled (in /etc/cvsnt/PServer ensure
that AllowTrace=1).

use trace level 3, i.e. do cvs -ttt commit ....

You'll then get some diagnostic messages which should indicate what's
happening.
