I have repeated the tests you have done:
- Adding a FedoraCore CD iso image to CVS as binary (650 Mb)
- Committing the file to CVS (took 12 minutes)
- cvs log isofile (took 1 minute to get to the same error)

I have been using a DELL Dimension 9100 with a Pentium DualCore CPU
and 1gB RAM both as client and server in this experiment.
Client: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2354
Server: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2354

Final error message:
cvs [server aborted]: out of memory; can not reallocate 335544320
bytes

The directory where the file was added contains some small text files
in addition to this large binary file.

I have taken some interseting screenshots from TaskManager during the
operations. The commit reserves a LOT of memory (1.4 Gb or
thereabouts) and the log command tries the same but fails after a
while without reaching that large memory usage.
The screenshots are packed in a zipfile, which I attach for any
interested party to look at.

Bottom line:
Not possible to log a large binary file using the build 2354 CVSNT.
