[cvsnt] Latest updates - CVSNT 2.5.03.2354

Mostly just library updates.

* Updated zlib, pcre, expat and libtool.
* Win32 version generates manifests & dependency entries for each DLL. 
In theory this means that the program can't start up with the wrong 
version.  OTOH windows implements this in a completely lame way so it 
probably needs a 'check manifests' program as well.
* As a result library search path is modified slightly so it looks in 
the API directory first.
