  Changed that and I was able to checkout with pserver.

  Is there anyway to diagnose why the control panel won't start?  I would
have to have to edit that server via the registry :-)

Can be done with RegEdit:

Key: HKEY_LOCAL_MACHINE\SOFTWARE\CVS\Pserver
Value: EncryptionLevel
0 = Optional
1 = Request Authentication
2 = Request Encryption
3 = Require Authentication
4 = Require Encryption
