Wrong. You want this:

E:\temp\test_cvs\CVSROOT   <--- You don't create this directory 
yourself, it is created when you do "cvs init"
E:\temp\test_cvs\myproject
E:\temp\test_cvs\myproject\Z
E:\temp\test_cvs\myproject\Z\Work
