[cvsnt] Changing Commit Dialog

 I am still new to doing this so someone may have a better solution, but
I'll  take a shot.
	1. Create your template and reference it in the rcsinfo file.
	2. Write a script that will parse the template and error out
(exit non-zero) if the required items are missing. 
	3. Reference parsing script in the verifymsg file.
 That seems to be all you need to do.  Make sure you do a new checkout
of the modules affected by the template.  I did a cvs release -d and
then did a cvs checkout to make sure I had a fresh working directory.
