[cvsnt] VerfiyMsg Failing

My script to verify if the commit file in rcsinfo has the right criteria
prints to the screen that some items are missing, then I have it exiting
with a nonzero number. But yet it still some how goes to the commitinfo
file and runs the script I have in there that produces a xml document
that we want? Any ideas why?
