[cvsnt] Bug? VerifyMsg

I have the test server here next to me. And I couldn't figure out the
command line, so I just went to the repository folder and looked at the
RCS files that were in there, and my initial import was 1.1 and then I
tried doing more commits, and if I had the right criteria, the revision
number would say 1.2, 1.3, etc
