[cvsnt] rcsinfo File

When I was on version 2.5.01.1910 my template would only show two of the
four items on the commit dialog screen. So I then did an upgrade on my
server to 2.5.03.2382 and all four of the items came up on the screen. I
wrote a verify script to make sure everything was in there that was
needed. It fails the commit if it don't have the mandatory items but for
some reason it still goes to the commitinfo file and fires off the
script in there
