That depends entirely on your operating system, and you should really be
asking on an OS list rather than here.  I'll assume Linux since you
mention iptables.

Before checking firewalling, are you *sure* the service is running?  If
you run:

  netstat -an | grep 2401

do you see a LISTENING entry?  If not, the problem is that the service
isn't running at all.
