[cvsnt] why the acl commmads can't change the xml file in CVS ?

Dear all

I met the issue that I can't modify any acl commands in cvsnt for linux by typing commads.

After typing cvs chacl ..... the XML file in CVS can't be modified anytime.I can't set the access rights for any user to access the cvs nt server. all of users can read and write source files in cvs nt server.

Please give me a hand !
