[cvsnt] Changing binary to text file

change a text file that was erroneously added as a binary and needs to be
removed and re-added as a text file:
There are two ways - the first is just to do an admin -kkv before
checking in. In anything reasonably recent (most 2.0.x IIRC) it'll do
the right thing. In the latest nightly builds you can also remove the
old file and cvs add the new file and it'll do the same thing.
I don't have convenient admin access, so I tried it the second way, both
with Tortoise 1.8.31 (Concurrent Versions System (CVSNT) 2.5.03 (Scorpio)
Build 2260 (client/server)) and from the command line - simple 'cvs remove'
and 'cvs add' -- but neither did the trick. Should a simple add and remove
work? Is there a -kb equivalent for forcing it to be treated as text?
