[cvsnt] Error "Up-to-date check failed for `new.txt'" even when latest revision

Hi Tony,

I've tried to enter the bug into your bug database, so you don't forget to 
fix it, but the system does not let me. It shows an error page "Sorry; you 
do not have the permissions necessary to enter a bug against the Open Source 
Products product."
