[cvsnt] Unable to login after cvsroot restore from tape backup

This is working now; though I really don't know why.  I though for sure that 
I had rebooted this server after installing CVSNT but maybe I hadn't and 
maybe that was the problem.

Why does installing CVSNT require rebooting?
