[cvsnt] Error "Up-to-date check failed for `new.txt'" even when latest revision

I believe Checkin-time is necessary since all cvs servers expect it 
(except for the import command where it's not sent).   cvsnt clients 
also send the timestamp in the entries line but only to cvsnt servers.
