[cvsnt] readonly checkouts (permissions in .v file not 666)

This is an old problem, always check the bug database before reporting bugs 
please.  See this bug for more information:

The workaround is that when you add/commit them initially from windows you 
need to set this environment variable:
set CVSNT=nontsec nontea
