[cvsnt] cvsignore/cvswrappers and -kc option

Yes.  There is an option on the CVSNT Server control pane "ignore client
side keyword expansion options" or something to that effect which will
prevent this.

> cvs info cvswrappers shows two lists 

The first list is the system supplied defaults.  The contents of
cvswrappers wins.
