[cvsnt] UPDATE Does Not Return the Most Recent Revision

I would be very surprised if that were the case. The repository always
uses UTC. Besides, if that were the case, I would expect to see a lot
more reports of the problem from a lot more users. We haven't
experienced anything like that at my company.
