[cvsnt] email-notify does not work

Can't tell what's wrong with it since you gave no error messages.

Try a trace - enable server side logging on the server in /etc/cvsnt/PServer then on the client:
cvs -ttt ci -m "my changes"

I try to setup email notify in cvsnt 2.5/RedHat 9,

 

1>     add the temp file in CVSROOT, named ‘commit_email_temp’,  the content of it was paste from sample in the manual.

2>     Add users file.

3>    add “commit_email_temp err load” to the file ‘checoutlist’

4>    add “DEFAULT commit_email_temp”to the file ‘commit_email’

 

it does not work, what’s wrong with it?
