[cvsnt] chacl vs rchacl

1. whats the difference between chacl and rchacl?
   
  I have sucessfully run:
   
  cvs -d :pserver:server:/sources rchacl -a read -u ronald.manlapao 
<dir>
   
  but user ronald.manlapao can still commit a file.
