[cvsnt] cvs branching val-tags:Permission denied

Hi,

In trying to do branching with eclipse for my project, I am getting following error:

---------------- cvs log message start -----------------------------------------------------------------------
The server reported an error while performing the "cvs update" command. (took 0:00.078)
   Error:  cvs [server aborted]: cannot write xxx/CVSROOT/val-tags: Permission denied
---------------- cvs log message end -----------------------------------------------------------------------

My environment:
CVS NT Server : 2.5.03 build 2382
Windows XP Service Pack 2

I tried to change the permission of 'val-tags' file in my cvs server for the particular user

------------------- ms-dos log start -------------------------------------
C:\xxxRepository>cvs chacl -a read,write,tags -u xxx val-tags
cvs chacl: in directory .:
cvs [chacl aborted]: there is no version here; do 'cvs checkout' first
------------------- ms-dos log end -------------------------------------

Any pointers or samples on how I can do branching, merging of my project using eclipse and if required set up the right permissions for the user to do branching/merging.
