[cvsnt] cvsnt server: Couldn't open default trigger library: No such file or directory

A chroot must contain all the files required to execute within the 
chroot - a stripped down OS basically.  If you're using triggers etc. 
then you'll need enough environment to run those.

Hard links work, symlinks obviously don't because the target locations 
no longer exist.
