I wouldn't even think you can pass the commit message...  I thought you
were invoking TCVS to get the GUI?  If you don't want the GUI then just
call CVSNT directly.

For information on what parameters TortoiseACT takes I suggest you look
at the source or ask the TortoiseCVS newsgroup.
