I think you are missing the SHLIBS for KRB5, try this:
# swlist -l fileset KRB5-Client

It seems odd to me that HPUX 11.23 on PA-Risc wants you to have the IPF 
shared libraries, but the only dependency we are listing is the 
KRB5-Client, so it must be considered a part of the package even on 
PA-RISC:
        fileset

If you do not need the gserver protocol then  you can just install CVSNT 
without it, eg:
swinstall -s /tmp/cvsnt-2.5.04.2980-hppa-hpux32.depot cvsnt.base 
cvsnt.config cvsnt.params

Params are the things in /etc and config are the things in /sbin ( like 
init.d  rc1.d   rc2.d) - if all you need is the client then you probably 
just need cvsnt.base, though I don't think I've ever tried that..

Please try the latest testing release here:

If that gives the same install error then please send the results of these 
commands:
swlist -d -s /tmp/cvsnt-2.5.04.2915-hppa-hpux32.depot
uname -m [: getconf HW_CPU_SUPP_BITS]
uname -s [: getconf KERNEL_BITS]
uname -r
uname -v
