[cvsnt] CVSNT error on windows 2003 server:no such repository

CVSNT2.5.03 was installed on a Windows 2003 Server.
After done configuration on CVSNT control panel, I
restart the cvsnt server. When I use commands on a
command-prompt, it shows below:
