[cvsnt] Problems creating a Repository

Thanks those tips were helpful. However even with the 2911 build the
CVSNT Control panel is read only and when you try to change settings in
Windows Vista it has cpl legacy problems. Is the CVSNT Control panel in
in 2911 distribution supposed to be "read only"
