[cvsnt] Restrict - creating folder with White Space

I added an entry in the commitinfo file under CVSRoot, but whn I tried
to commit a file , it is not calling the precommit.pl

DEFAULT perl F:\perlcode\precommit.pl

Anything else need to do here,

Use the precommit trigger script - if the filename/path rules do not
match your requirements then return non-zero and the client commit
should fail.
