WinCVS and Eclipse are both open source - feel free to modify them and submit the patches back to those projects. If you are using Eclipse then the most common binary files (.jar and .class) can be easily handled with the cvswrappers file), for other file types on windows use something like TortoiseCVS which allows you to use -kB already.
