The fastest and most accurate way is the query the audit database
(provided it was enabled).

The problem with tags in traditional CVS is that there is no date stored
with them (and the second problem is that they can be moved).

The rdiff command that Andy mentioned will only work if the tags have
not been moved and if the only files you are interested in the report
all have the tags (eg: you are not interested in added files).
