[cvsnt] update -f option documentation (TortoiseCVS too)

The command line help says:

	-f	Force a head revision match if tag/date not found.

Which is what appears to be happening when you do it.  Sounds like a 
documentation error.  The text you quote appears in Cederqvist dating 
back to 1992.. you're the first to notice!
