[cvsnt] "Too many files open" error during Tag

Particularly:

  C:\IT\work\distro_test>cvs ver

And

 C:\IT\work\distro_test>cvs -ttt rtag TestTagRadix RadixSDK 2> trace.txt

Open trace.txt and post ONLY A COUPLE OF LINES showing the location of
the problem.
