CVSNT 2.5.03 does NOT show lines: +0 -0 on the first revision of a newly
added file, it shows anything at all:

However EVS/CM Server does correctly show the lines added on the first
revision:

This version is quite old - any fix would be in 2.5.05, so you should
upgrade to that and re-test, if the problem still occurs in 2.5.05 then
I'll have a look at it.  You can get the latest 2.5.05 testing release
in cvsnt.org/archive
