[Cvsnt] Some way to prevent binary commits for text files?

I have problems with Delphi dfm-files. I import them in text mode but they
easily get converted to binary by mistake. When I commit and checkout, the
files are corrupted.

Can I intervene at server level to check that dfm-files are always text, and
prevent the commit? Could this check be done by WinCvs?
