[Cvsnt] Adding pserver users who do not have an NT account?

I created many users in a "passwd" file on the server that are mapped to a
few real NT accounts on my CVS server machine.
I found a good explanation here:

I use the form:

cvsuser1:encryptedpassword1:CVSUser
cvsuser2:encryptedpassword2:CVSUser
specialcvsuser:encryptedpassword3:CVSAdministrator

where:
- cvsuser... is the name cvs user name for your user (what (s)he uses to
access the repository)
    --> these are all mapped on the NT account CVSUser
- specialcvsuser is a name for the administrator of the repository and maps
to the NT user CVSAdministrator who has more access rights (e.g. to the
CVSroot stuff)

Hi guys,

Just wondering if this is possible? I have cvsnt setup and it works great. I
now want to setup some pserver users to access my repositories over the
internet. Do I have to create local nt accounts for them to do this? If so,
what permissions do they need then? Thanks.
