[Cvsnt] pserver can't create new accounts - passwd aborted - end of file from server

I'm on NT4 SP6 , CVS build 1.11.1.3 build 57

I do cvs login, set CVSROOT (:pserver:me at myserver:/repository), then try
cvs passwd -a newuser
then it says:
new password:***
Verify password:***
and dies : cvs [passwd aborted]: end of file from server

I'm logged in locally as Administrator, so I can't imagine what's going
wrong.
If I can't fix this, is there a way to blow away and recreate the passwd
file?

cvs ls -l -R  works fine.....
