[Cvsnt] pserver can't create new accounts - passwd aborted - end of file from server

I solved my own problem; I had done set cvsroot=:pserver: rather than
:ntserver:
Once I used :ntserver: I can create all the accounts I want. Early onset
senility is a terrible thing...
