cvsnt 1.11.1.3 rc2

A lot more bugfixes than I expected....

cvs passwd now actually does what it's supposed to do (Me)
compiles on solaris (Anthony Williams)
fix parsing of cvspass on unix (Me)
Fix delete of binary revisions in local mode (Johann Gail)
Stop leaks in cvsservice (John Goehringer)
Automatically migrate old .cvspass files to registry (Jerzy/Me)
Lots of other little bits (everyone else)

The rc2 version of :sspi: protocol will not talk to pre-rc2 servers.
This is to facilitate the future active directory integration by Brian
Smith. The protocol should now be robust enough to not need further
changes. If you're using sspi protocol either upgrade all clients &
servers to rc2 or stay at rc1 if you're not having problems with it.

There's a new list 'cvsnt-commits' for developers (and the insanely
curious) to track commits to the cvs tree.

Tony
