[Cvsnt] Pserver protocol and localhost

Hi,

I am able to get the NTServer protocol to work on Windows 2000, but I need
to use PServer. Pserver will not work. I have monitored the 2401 port and
thing are fine. I have ensured that the service account can see the CVS.exe
file.

The symptom when running cvsservice -test is that the request connects and
disconnects immediately.

I am using CVSNT 1.11.1.3.rc1

Please assist in getting pserver functional.
