[Cvsnt] Speed issue with cvsnt/wincvs

We have observed too, a degradation in performance cvsnt 1.10 or so (
not remember but i can get the files if needed ) to cvs 1.11.1.2 build
37..

Client was changed from 1.2 to 1.3 beta6, during the cvsnt upgrade...
the client is fast as normally when reaching external pservers throught
a ssh tunnel..
