[Cvsnt] cvs passwd?

I'm running CVSNT 1.11.1.3 (Build 57c) on a win2k server.  I'm have
trouble adding a user.  I get the following:

D:\cvs\CVSROOT>cvs passwd tigger
Changing password for tigger at srvocap1
New password: ****
Verify password: ****
cvs [passwd aborted]: end of file from server (consult above messages if
any)

What is wrong here?
