[Cvsnt] Preventing Commit in the main branch

Hi,

Is it possible to reduce user's rights so that they cannot commit within the main branch (but can create branches from the main).
They then will be obliged to make a branch to work and only the administrator will do the commit in the main branch.

I tried reducing user's right by doing
cvs chacl -R -r HEAD user:r
but it does not work.

Any ideas ?
