[Cvsnt] Cann't use lock command in WinCVS?

Hello all:
    Why cann't I use lock command in WinCVS1.2.My cvs server is
CVSNT1.11.1.2(Build41) at Win2000 server.WinCvs always prompt some aborted
message when I use "Lock selection" in Trace menu of wincvs.

cvs admin -l test.xml (in directory D:\work\test)
cvs [admin aborted]: end of file from server (consult above messages if any)

*****CVS exited normally with code 1*****

Please help me.
