[Cvsnt] Restrict access by IP

Nope.  Deciding which computers can connect is beyond the scope of CVS;
that's what firewalls were designed for.  Adding that functionality to
CVS would be reinventing the wheel.

All the programs mentioned in the thread thusfar would be fine for this
task, and should be relatively easy to set up.

Not the answer you were looking for, I know, but that's how it is. :-\
