[cvsnt] chacls doesn't understand -q option

If I try to use "cvs -q chacls" or "cvs -q lsacl", I get "invalid option"
but the option listed as invalid is some odd character, likely not used in
the input string to really confuse me, like "ä" or "6".

Example session:

C:\temp\junk\test>cvs -q chacl -R default:rwc
chacl: invalid option -- 6
Usage: cvs chacl -R [-r tag] {user|default}:[{[r][w][c]|[n]}] [directory...]
        -R Recursively set permissions
-r Set permissions on specific branch

C:\temp\junk\test>cvs version
Client: Concurrent Versions System (CVSNT) 2.0.8 (client/server)
Server: Concurrent Versions System (CVSNT) 2.0.11 (client/server)

(happens on 2.0.11 cli/svr as well).
