[cvsnt] loginfo program execution on client side using remote repositories

'loginfo' is running on the client side when accessing a remote repository.  The cvs manual states the behavior differently:

Note: when cvs is accessing a remote repository, 'loginfo' will be run on the remote
(i.e., server) side, not the client side (see Section 2.9 [Remote repositories], page 19).

Any thoughts or ideas?  Am I missing something?
