[cvsnt] Strange error when rebuilding administrative database, with occasional hangup

Try deleting/renaming the CVSROOT/modules and CVSROOT/val-tags files. 
I'd expect one or other of those files is triggering something (although 
I can't imagine what).

Another test is to copy the entire contents of CVSROOT/ onto another 
server and see if you can repeat the problem.  If you can then zip it up 
and send it to me (you don't need to include the passwd file or anything 
sensitive).
