[cvsnt] How to add authentication control to CVS server for NT 1.11.1.2 ?

For a starter, don't use such an old version of CVSNT. The current
version is 1.11.1.3 build 66

Then since you are using pserver you must also check the settings in
the passwd file, because the user running the cvsnt process is
important for authentication.
