Not really,
the file shall be named admin (without extension) and it is edited directly
in place in the CVSROOT folder of the repository.
Otherwise that is the solution to gain admin rights for anyone without being
either domain or local administrator.

I remember that there is a note in Bo's step-by-step in which he advice 
to add a 'cvsadmin' file into the CVSROOT directory of your repo, 
perhaps it's helpful.
